I have brown hair and eyes. I am a laid back girl and dont do much with my make-up because i have no clue what would work on my face. I am tan but not dark what colors would work on my lips, eyes, and checks?

All of a sudden, I've noticed an area on my forehead. The tiny blotch of skin is discolored from the rest of my face and is flaky or scaly dry skin. It doesn't hurt at all, it's just the discoloration and texture of my skin that's bothering me. The tiny blotch is lighter than my natural skin color of my face. Since it's on my forehead, it kinda makes my forehead look shiny. How do I restore the coloring and make that area smooth/the same as the rest of my skin's face? I know I can use foundation and all that to try to cover the discolored skin but I want to recover it. I want it back to normal again where I don't need to use foundation. It's not itchy either. Sorry if I sound disgusting but sometimes I pick at the flakes just because...no reason. But I know I need to stop that. So, no it isn't itchy either.
