Is that really cheep temporary hair dye dangerous? On the bottle it says "extremely flammable" Is this just when it is in the bottle, or is my whole head going to lite on fire if I am wearing it?

I am originally from Kentucky, right outside of Cincinnati, Ohio and moved to New York City three months ago. I don't know if it's the change in pollution or just general stress, but my skin has starting breaking out on a regular basis when it never did before. I'm 24 years old and looking for good advice or products from other city-dwellers who have experienced the same thing.
